The Challenge

Hebat Badiee has contributed to and performed several experiences in energy performance contracts when ESCO companies offer energy conservation services.

The City of Livonia hired Hebat's engineering company to perform the energy study and Investment-grade audit for seventeen of the City's own buildings, and assisted them in hiring the ESCO company to perform an energy performance contract. Hebat and his team of engineers designed the projects and provided the services required as an expert to the completion.

The following is a list of projects identified as a result of the IGA:

City Hall (new)

1. We removed existing constant reheat boxes, heating thermostat, and heating coils serving the exterior room of the first floor.

2. We furnished and installed new fan-powered constant volume boxes with reheat coils and a thermostat for heating as required.

3. We provided power to fan-powered constant volume boxes, including fractional HP switches with overloads. We also provided 3/4" conduit only for heat sensors furnished by Honeywell.

4. We modified two existing rooftop air handlers and abandoned the existing main supply air ductwork above the 5th-floor ceiling.

5. We provided new fan sections, a humidifier, and main supply air ductwork on the roof with other general work as shown.

6. We demolished the electrical to rooftop air handlers on the roof. We also provided a new VFD (Variable Frequency Drive) for the new supply fan to the large unit, and reconnected new fan motors to existing circuit conductors. We powered new humidifiers, including disconnects, conduit, and wire.

City Hall Annex (original)

1. We removed existing fan coil units, air handler, and all related piping.

2. We furnished and installed new fan coil units, air handler with humidifier, chiller, piping, and ductwork modifications as noted on drawings and as required.

3. Upon removing fan coil units, we filled outside wall openings with insulation and brick to match the existing.

4. We removed the existing boiler, piping, and pumps as required.

5. We furnished and installed three new boilers, pumps, an expansion tank, and piping as required.

6. The scope of work consisted of demolishing all electrical systems associated with the rooftop air handlers. We installed a new hot water unit heater in the existing boiler room.

Eddie Edgar Ice Arena

1. We removed the existing boiler and pump.

2. We furnished and installed two new boilers and two new pumps as required.

3. We removed existing hot water wall heaters in the locker rooms and main lobby.

4. We furnished and installed new hot water wall heaters in the team's locker rooms and unit ventilators in the lobby.

5. We tested existing electrical systems related to the new work. All starters, disconnects, conduit, and wires were included.

Water & Sewer Building

1. We removed existing wall air conditioning units.

2. We furnished and installed a new up-flow furnace with a DX cooling coil and condensing unit, including ductwork, piping, and support as required.

3. We provided sprinkler heads and piping as shown on the drawings.

4. Scope of work included removing electrical connections associated with the wall units.

5. We provided power to the new condensing unit, including starters, disconnects, conduit, and wire.

6. We reconnected the new furnace unit to the existing electrical circuit conductors.

Court House

1. We removed the existing rooftop cooling-only air conditioning unit.

2. We furnished and installed a new rooftop cooling-only air conditioning unit as required.

3. We reconnected existing control points to existing EMS.

4. The project covered demolition, electrical work, and installation of the rooftop unit. We provided conduit and wire to the new rooftop unit and reconnected the existing power circuit.

5. We provided additional heating in two judges’ offices and the library room, including ductwork, piping, supports, and electrical.

Police Headquarters

1. We removed the existing chiller evaporator, associated condenser, pumps, and supports.

2. We furnished and installed an air-cooled water chiller and pumps with all associated piping. We cut and capped underground pipes flush with the adjacent floor and wall.

3. The work also included demolition of electrical connections serving the chiller and pumps. We reconnected the new pumps to the existing electrical circuit conductors. We provided heat tapes, conduit, and wire, and reused the existing condenser disconnect for the new air-cooled chiller.
