About City of Upland

City of Upland is a municipal government facility located in Upland, California. The facility serves more than 77,000 residents daily through its administrative offices, public services, and community spaces, and it requires a reliable HVAC system to ensure comfort, health, and operational efficiency.

The Challenge

By 2024, the facility’s HVAC system had reached the end of its useful life, over 20 years old, inefficient, and costly to maintain. Staff and occupants reported frequent comfort issues, uneven temperatures, and high energy bills. The leadership team identified HVAC replacement as a priority to:

  • Reduce rising utility costs

  • Improve indoor air quality (IAQ)

  • Enhance comfort and reliability

  • Support sustainability and environmental goals

EcoGreenVision’s Solutions

EcoGreenVision conducted a comprehensive energy audit, analyzed utility bills, and built system models to forecast potential savings. Based on the findings, we developed a turnkey HVAC replacement plan with clear objectives:

  • Improve overall energy efficiency by at least 25%

  • Ensure compliance with current energy and environmental standards

  • Reduce maintenance costs through modernization

  • Enhance patient/occupant comfort with better airflow and controls

Key Upgrades Implemented

  • Full HVAC System Replacement: We removed outdated chillers, air vents, drains, pipes, and rooftop units, replacing them with high-efficiency models. We also reworked electrical service for new equipment.

  • Smart Controls & Automation: We installed a modern Building Automation System (BAS) with smart sequencing to optimize operations.

  • Air Quality Enhancements: We upgraded filters, added demand-controlled ventilation, and improved humidity management.

  • Variable Frequency Drives (VFDs): We installed VFDs on fans and pumps to optimize part-load efficiency.

  • Ductwork Improvement: We sealed and redesigned critical ducting for balanced airflow and reduced losses.

  • Energy-Efficient Boilers: We installed condensing boilers with higher efficiency ratings.

Results at a Glance:

  • 30% reduction in annual energy consumption

  • Estimated $2.1M in lifetime energy cost savings

  • CO₂ emissions reduced by 3,000 tons

  • Maintenance calls reduced by 40%

  • Improved comfort and air quality reported by staff and occupants
